what is double and reinforced insulation

Hi,
I need to know which is better in which applications. Double or Reinforced Insulation. I know what the definitions are, but I am unable to decide which would be better in which situations.
I'm designing an air core transformer which transforms 24V to 12V. The supplier would like to know what insulation is to be used Double or Reinforced? The application is for medical appliances.

double insulation and reinforced insulation

You need to examine the laws in the countries where these are to be sold. They usually specify the insulation requirements.
