regarding clocklatency and clock uncertainity

Latency at which level, source pin or leaf pins
Uncertainty adds margins to calculate the setup and hold, clock capture calculate with uncertainty added, clock data without uncertainty added.....
 
if source pin what ll be the affect and leaf pin what ll be the affect
