I'm looking for a cheap but has some security rx and tx modules. Because the tx module in my project will be transmitting constantly, I need it to be low power and low range (10-20 feet).

If you can use chips instead of modules (cheaper) I would strongly recomend nRF905 from Nordic VLSI (http://www.nvlsi.com/) It is easy to use and relativly cheap, about 4USD in small qty(1-10).
