read-write data to RFID cards data to database

I am looking for help on my RFID project. I know the solution and gadgets are out there.
However I Would like to build project from scratch for the most part but do not know where to start.

1. would like to have a central database to store RFID card transactions data
2. would need 2 types of card use stations. First type type of station for writing data various kinds of card setup info to cards only eg entering card user ID and adding cash value to card. second type of station would be used as PoS where card value would be read, a fixed amount deducted upon contact with station and new balace on card updated.
3. update central database whenever RFID cards data is altered.

Please advise on how best i can pull this off as far as system components and software.
