Has anyone idea on how to build a "raining" detector in such a way that the device will give a signal telling that it's raining outsides the house? Thanks.

There is a standard mechanical solution. A funnel collects the rain and puts it in a container. When the container fills up a seesaw flips and the container is emptied and a new container is put in place. Each time the seesaw flips it toggles a mechanical counter. This is called a "tipping bucket" method.

Electronic methods put the rain through a parallel plate capacitor. The water increases the dielectric constant so that the capacitance rises.

Hi.
To discern if rains or not without measuring amounts; a large as possible piezoelectric transducer that can be canibalized from a modern telephone ringer, placed horizontally and connected to a VOX type of amplifying circuit should work.

u could make a small tunnel( semi cylinder) and put 2 copper wires on the ends of the tube , when it rains , water fills between the 2 copper wires and as it is conducting a complete electrical path is found , if not raining it is open circuit
, this circuit could be added to ana alarm system

It will be better if we could detect rain 'without measuring the amount of rain'. How does piezoelectric transducer in modern telephone ringer looks like?

Method by ASULAB is good. Any other ideas? Thanks.

for "rain detector" you can use change in resistivity between to electrod. for example use some salt in a small plate and to electrode in opposite sides of the plate. then put it out door. when it rains, resistivity between to electrodes becomes lower than before and this can be used to generate an electrical signal.

but this idea is suitable for dr weather, because if humedity be high, after rain it takes too long to dry the plate.

a heater may be used to solve this problem.
