Newbie level 2

Hello Guys,
I am a newer to comparator. I read some materials and I found one type of comparator which I could not understand. Attached is the schematic of the comparator which I could not understand.
In this circuit, I can understand how the track and latch work. But I could not understand what the transistor M2 and M3 are used for. It seems that these two transistors are always off during the simulation. The supply voltage I used for simulation is about 1V. And the differential inputs are about 400mV+-100mV.
Is there anyone who can explain this to me? Thanks in advance.
