questions about mosfet IR4426

may be I should sodering a pcb board using IR4426, but i should know the reason,so......

question 1:BAT is 12v,R600 is 100ohm,so it is ok,which value should I choose? according to the datssheet,max input bias current is 30uA,so R600 should be bigger than 12v/30uA=400Kohm?
question2:INA/INB is invert input,and have a internal 5v pull-up resistor,so I should add a resistor in series with INA,so R606=1K is small enough,does anyone have this experience which value is right?
 

Normally you don't need any series resistors at IR4426 input. Never use high series resistor values.
1K emitter resistors should be O.K.

It's not clear, why the signal polarity has been chosen as it is (inverting from OUTx input to gate voltage), output on when control supply fails.

Usually fail safe requirements suggest the opposite polarity.
