IS THERE ANYONE CAN HELP ME?

SORRY FOR MY POOR ENGLISH,
I'M A STUDENT FROM CHINA. because use a old chip-xcs30,i must apply ise4.1,and my os is win2k sp4. when i installed ise4.2 ok, i find i can't find my chip,because there is the hint "connection can't be established"
and, my mode is master serial, but the cclk pin is high but not 2~5MHz.
is there anything is wrong,can you help me?thanks very much.
