questions about dual flip flop switches-how to wire this con

im working on this (see link) project, and through my research, i understand that i need to use a dual flip flop switch in conjunction with a momentary switch.... im not really sure how to word this, but i need to know what dff switch i can get that has the properties of
1-on
2-on/on
3-on/on/on
4-off
how do i wire this:

You just can't get 3-on/on/on.
with a dual flip-flop you have two bits, thus you can get (on the non inverting outputs)
1 - off/off
2 - off/on
3 - on/off
4 - on/on
If you want to have three outputs you need to add another flip-flop and some logic to get the sequence you want
