question:what rthe tools needed 4 troubleshooting CPU boards

Would you suggest a list of the required tools and instruments for quick troubleshooting of wide range of CPU and I/O cards , specially the ones using the old Intel and Motorola zelog, processors like 80186,188.8088,Z80...provided that manuals are not available and cards are not attached to the system
I'm thinking of nodal impedance testing as a general way of testing but is not that fast
also ICFT is another way or can be combined together, but I do not know how reliable is that kind of test,cause don't have previous experience with such test
and how to handle and test programmable chips like eeprom PAL GAL in circuit
appreciate if someone could help
