as you can see this board based on 25X25 LED matrix. And AVR as processor

gray level shades are also implemented in his programming.

MY QUESTION IS: generally i saw led matrix of 8 rows and several coloums

how is it posible to scan 25X25 led matrix in peggy board??

Well it's got a 1:25 duty cycle and IMO the 74HC154 is a weak column driver so I'm not sure how bright it would be. You'll need really bright LEDs to make it worthwhile.
