question on phase shift keying modulator

Hi, all,

I am trying to figure out how to realize a phase shift keying modulator with modulation index=2.2 rad, that means 1.1 rad means state 1 while -1.1 rad means state 0, so could anyone give me some advice how to, or any literatures are appreciated.
