question on error amp design (OTA or OP)

In error amp design for buck converter, why OTA can only use in open loop error while OP can used in close loop shown in the attachemt.

And the comparing ramp signal is from 0-Vpp or can be design as any vlow to vhigh?

Vout(s)/Vc(s) should be same whatever the ckt you use, if you find the transfer func for both the ckts it will be same by these configuration
 

The gm amp output is current = Gm*vin, and there is an error voltage, vin.
The opamp's input & output are voltage, vin~0 if gain is high.
the ramping level need to be in a range so that circuit works in linear mode.
