I am trying to design a microphone amplifier for an ADC circuit. I am using TL082 opamp. Now I have a signal -1.65/+1.65. I want to shift it up to use it in ADC. I want 0-3.3V range. How can I use this opamp to shift voltage?

Seems this is an AC signal? You could simply separate the -1.65V offset by a CR-filter (resistor R to GND = 0V).
 

Here is how an op amp can lift your AC signal into the positive range.



This adds 1.7 V offset without an op amp, although it can attenuate your signal slightly:
