In reality, is it possible to make lower limit same as the higher limit for a schmitt trigger? so that the max voltage will be equal to the min voltage?
 

No, a Schmitt trigger won't do that.

However, a comparator will - it doesn't have hysteresis. If very high switching speed isn't a requirement, an ordinary operational amplifier will be satisfatory.
