oscillator question

Question: are oscillators like the one on the above link ever variable? Can they be made to vary over a specific range, like the 40M band or any other Ham band?

oscillator question

That is a high stability ovenised one - fixed frequency. You can get tunable crystal oscillators but the range is quite limited - around 200ppm from memory. If you want to tune over the 40m band you need a VFO - variable frequency oscillator. Another option (more stable) is a synthesized PLL based oscillator.
