question about electronic ballast

hi colleagues,
i wanted to have an ellectronic ballast with high power factor for compact flourescent lamp..i was expecting it will be imported with 40w and .18A and .95 power factor.
actually, and here is the point, i discovered after the test in the lab it is only .65 power factor...
can i assume a higher current will flow because i have now 0.65 power factor only and i need to compensate for the 40 watt through increasing the current and this may lead to burn the lamp or the ballast ...or i should assume that a lower current will flow ....what is the idea in this subject?....is the written wattage is compulsory and is it generalized for all appliances...thanks
