Question about cutting PCB

hello , i am a beginner in electronics and i want to know if i can cut the pcb with mini drill like this or no ?

If the PCB is thin enough, you can use a big strong scissor. I do this often. I don't like much the mini drill, but is my personal opnion. Sometimes I use a hacksaw too.
 

I score both sides with a Stanley knife. it will then snap along the line, I use the edge of a table to support pcb.
 

variety of method with pros and cons

hacksaw - rough edge, messy but cheap and fast
rotary cutter with your mini-drill - bit slow and messy, harder to cut a long straight line
utility knife [score several times, then snap] - cheap, easy, fast but don't slice open your fingers!
CNC laser/plasma/water-jet cutter - maybe a bit expensive
 

Once i successfully transferred toner to pcb , and tried cutting it with scissors, And the clad just broke apart from centre. And ever since that happened i always take pcb to a shop where they cut Switch boards.
