quadrature hybrid couplers

Hi,
everyone!

I have a question about quadrature hybrid couplers. If the power division ration is not split in half and you do not know what the impedances, but the power division ratio is 2 to 1 what is the best approach to solve this problem. I am a student and I know that the scattering matrix is mostly the same.Can you give me some insight because I am a little lost and do knot know what is best or rather if I have to make a double step coupler.
