purpose of local clock at the receive side

In SDH/SONET networks, Data is written to the slip buffer using the recovered clock frequency and read out of the slip buffer at the local clock frequency.
It is important that the rate at which the data is being written is the same to the rate at which the data is being read. Otherwise data slip may occur.

Q: Why is the recovered clock not used for reading out of the slip buffer? i.e. if the recovered clock is used for write and read purpose, then the local clock is not needed. Please clarify why the recovered clock is not used for both the purposes.
