Pulse Stretchers used for?

I have only see a pulse stretcher circuit used in a logic probe. What are pulse stretcher circuits used for mostly besides in a logic probe.

One Shot J-K flips flops use a RC time constant. The output pulse width formula is either RXCX0.33, RXCX0.45 or RXCX0.69

The Constant is either 0.33, 0.45 or 0.69. Where does this constant come from in the datasheets of the logic chip. Is this 0.33, 0.45 or 0.69 the propagation delay or something else
