noise jamming techniques + simulink

I'm implementing Dual band cell phone jammer in Mtlab Simulink,,,but i'm facing problem in VCO and buffer,,,how to adjust thier parameters according to the requirement,,,plz help me.

Project detail is:

I will jam two GSM bands i.e; GSM 900 & GSM 1800.
It will cosists of two parts:
1)IF section
2)RF section
In the IF section following components will made;
a)Triangular wave generator (Sweep generator)
b)Noise generator
c)Mixer
d)Clamper
RF section contains following parts:
a)Two VCOs(output frequencies equal to downlink frequencies of the bands).
b)The power amplifier;

This jamming techniques is DENIAL of SERVICE:
In this technique, the device transmits a noise signal at the
same operating frequency of the mobile phone in order to decrease the signal-to-noise ratio
(SNR) of the mobile under its minimum value. This kind of jamming technique is the
simplest one since the device is always on.
