Programming a Monoestable in ladder

How can I implement a logic using LADDER that works like a 555 in monoestable configuration, I mean an input receive a pulse, if after a pre-prgrammed time is reached and no more pulses on this input then an output goes high if pulses with period less then pre-prgrammed time appears nothing happens.

Your PLC's should have special blocs, like delayed relay, pulse suppressor etc.. just look at the programming manual.
