Problems configuring LT3108's vout

Hi there,
I'm working with the LTC3108-1 using the TEG RC12-8-01LS from Marlow, recommended at the datasheet. The problem is that the maximum voltage I get at the Vout is 3V, no matter about the config of VS1 and VS2, it is impossible to play with them to get 3.7V or 4.5V. Furthermore, when I connect a load, the current is just a burst, it can't power continiously anything... (this is the worst part). I have used the design at the typical application from the datasheet, anyway, I attach it.

Well, I changed the LTC3108-1 to the LTC3801, and the problem about selecting the output voltage was solved. Now, the problem that can't avoid is the one about getting an stable output, capable of powering an IC...
