Problem with XSV-100 boards

We have some XSV-100 boards in our university with Virtex FPGAs.
However due to the obscure placing of jumpers it seems that people have placed the jumpers incorrectly and after that the board started malfunctioning.
Personally, I dont really believe that just misplacing configuration jumpers should fry the board.
Anyone can help?
