problem with pic programmer and 18f1320

Hi,
I'm using a JDM serial programmer variant (TE-20 model) for programming a 18f1320. Other pic chips are well programmed but this one not. I suspect reason could be a low MCLR voltage (between 12 and 12,30V on this programmer).

Some ideas for programming that chip using this programmer? How to increase voltage to 13V just using serial port signals?

I had a similar problem geting the program voltage high enough. I tried taking anything off the program line and trying diferant values for the electrolitic/tant capacitors. Make sure that all your component values are correct and that the board is wired properly.
