usb-rs232 and vice versa

Hi all! I got some real troubles when I wanted to interface the RS232 port! I am currently having a usb (pc) to rs232 converter (fpga board) and I want to read and write some special registers. The problem is that the FPGA-board has only TX and RX so no handshake can be made ...
Now I got a protocol to read what the board is writing but the board isn´t writing anything. I suppose that I have to write something in my verilog code on the fpga so that everytime he writes in a register it is also sent to the serial_out ...
