Problem With First Programmer

I've new to this and have everything working except downloading the hex file onto the chip.
I built a programmer for my parallel port (shown below)

But I can't get the app to see the chip, I tried two of them in case something was wrong with one of them.

So here's what I did:
I picked up a few 15L's but I could only find SOIC chips.
So I just got the adapter boards Friday to turn them into an 8 pin dip.
But they forgot to include the 4 pin headers

1) I just soldered 4 pieces of solid 22awg copper wire I had onto the board.
I verified continuity using my multimeter but maybe it's too heavy?

2) I included a half a** digram of exactly how I wired it lol

I wired the 7805 to a 12V AC/DC adapter I had and I verified 5V out of the 7805.

3) I downloaded AVRDUDE and ran the giveio installer, I then ran the status and it showed the driver was ready.

4) I ran avrdude.exe

avrdude -c bsd -p t15 -P lpt1 -F

avrdude: AVR device not responding
avrdude: initialization failed, rc=-1
avrdude: AVR device initialized and ready to accept instructions
avrdude: Device signature = 0x000000
avrdude: Yikes! Invalid device signature.
avrdude: Expected signature for ATtiny15 is 1E 90 06

avrdude done. Thank you.


I changed my port from ECP to ECP+EPP in the BIOS but I got the same result.
