Problem with custom build PCB

I am working with a custom build PCB with 3 Altera Cyclone II devices (FPGA_A, FPGA_B, FPGA_C). The guy that build the PCB gave no documentation at all. I am trying to program the devices from the pins shown in the schematic below. J1 is supposed to work with AS mode and J2 with JTAG mode. I am supposed to use jumpers to short circuit pins in J3 to make each mode work but I have no idea. Can anyone give me a clue? I would greatly appreciate!!!
