Problem to develop on DSP for newbie

Hello,
I have designed the characteristics of the DSP I want to use but I don't know what I have to buy to develop on it.
In fact for example, something like the ADSP-21371 from Analog Device seems to be one I can buy. But, the VisualDSP++ IDE
is expensive for an IDE, so I wanted to know if a free IDE or solution exists to develop on a DSP like it and if I can develop on my DSP just whit a JTAG emulator whitout any IDE ? I don't know if an IDE is necessary (I think yes but I would like to have the opinions of specialists because I am a newbie with DSP) . I've tried to
find a DSP of TI, Freescale, Microchip and other but they aren't as good as the 21371 for my problem so if I buy this one, am I free to don't buy the visualDSP++ IDE?
