problem in selecting buffer

i have a CAN controller in which i have 3 Transmission buffer. i need to select one buffer to transmit my data to receiver. The problem is, I'm not able to select a buffer. My transmitter code doesn't work. Can someone help me out?
I use LPC2129.
 

am doing a project in which i have to send a CAN message to drive a motor. lpc2129 is the controller I use. I have written a transmitter code but the problem is when I give c2cmr as 0x21 (selecting Txbuffer 1 for transmission). After this statement my controller registers show my CAN controller is transmitting message from selected buffer(DEBUGGING IN KEIL IDE), whereas when i connect my scope to Tx pin I see no CAN message. It shows CAN bus is idle.. HELP PLZ..!!
