problem in ade7758 voltage filter network

Hi,

I am Amna .i am working on ade7758 evaluation board which is an energy meter.
in voltage filter network neutral is shot to agndi.e. agnd should appear at tp13 but its not happening. If I measure tp17 wrt tp13 i.e. vap wrt vn I get varying readings but if I measure vap wrt agnd that reading is stable.

my question is whether we measure vap wrt agnd or vap wrt vn the readings should be same because vn and agnd are shotif there is some noise from gnd it should be at both vn and agnd but agnd is more stable than vn. but this is not happening. please look into this issue and help me out.
