problem about Encounter Library Characterizer(ELC)

elccfg configuration file

I use a file named "setup.ss" for Encounter Libarary Characterizer, but it displays : [error (dg_gsim)] cannot find the setup file information, ensure that the name of the setup file is specified with the SETUP directive in the elccfg configuration file.
What's the meaning of this? Could anyone give me an example for the name of setup file?
