Printing inverted F antenna on two layers of a PCB

I have question about Inverted F antenna for 2.4GHz. Normally F antennas are printed only on one side of the PCB. Last time I saw such antenna printed on top and bottom layer connected with vias.

What is the intention of such change of the antenna? Have it something to do with losses or enlargement of the antenna.
