prescaler/divider for integer-n PLL

integer n pll

i want to design 433mhz integer n pll in standard cmos process and i want to know if the dual modulus prescaler (DMP) and counters can operate at that frequency or if i should add a fixed modulus divider first? i want to use tspc for DMP and static cmos for counters. thanks
