Preoptimization in SoC Encounter

In SOC encounter

When we are doing general optimization which buffers does it takes
the two inverters connected in series or buffer ( when pmos is replaced by nmos and nmos is replaced by pmos ) which does it takes??

Can anyone explain me clearly
