Prediction/Calculation of Antenna effects by foundry

Can anyone please explain,

1. How the antenna effects are predicted/calculated by the foundry before the project gets started ?

2. Is it possible to solve this issue in fabrication level If we did not consider the antenna effect while making layout ?

By practical experience re. yield.

No. This would mean a total process change: no RIE.
 

I've never seen an attempt to predict in-process charging,
gate oxide tunneling nor the photoconduction of antenna
diodes. In fact I have often seen antenna rules show up
after several revisions of PDK, without.

If you want to go back to wet etches and >>1um feature
sizes and lousy aspect ratios and so on, have yourself a time.
You'll have plenty of elbow room.
