Power System Design For Noisy Environment

Is there any guide line?

I put varistor and TVS at the enterance then EMC filter then capacitors then DC to DC converter and bulk and decoupling capacitors but the surge at the power line still passes to microcontroller.

Now i will try to use zener diode but the frequency of noise above 1 Mhz and i am not sure whether it will work or not.

Another question is, is there any special ferrite bead for 24V power lines in order to remove these surges?

The characteristic of surge is, voltage rises to 7V at frequency around 10 Mhz at 5V power line section after dc to dc converter.
