Power rating of SMPS

Hey,
I found this link in wiki about SMPS:

And I was wondering how they found the power ratings of the different typologies.
Is there a formula or is it obtained by experimenting?

I know the formula P=VxI
Maybe I wasn't clear with my question.
My question is
What is the absolute maximum operating power for a given typology?
for example a buck converter is used for typical operating power in the range of 0-1kW.
How is did they found out the buck converter is limited to 1kW?
