Can I only use a power plane for Virtex II Pro? That means put all the powers(1.5v, 2.5v and 3.3v) on the same plane. Will that be OK?

How many layers your board has?

It seems like the part requires more than one voltage level of supplies (2.5, 3.3 ...)
and if that's the case, you may need more than one layers of power.

Yes,you can divide power plane for the three different voltage. but be careful, especially for rocketI/O 's power.
of course , it will be better, you assign different voltage power on different layers.
If using RocketI/O ,you can refer to xilinx RocketI/O user guide for power layout.
