Power estimation tools

Hi,
Can anybody recommend me some tools about power estimation from all design levels, behavior,RTL,gate-level and post-layout? Or any recommendations about how to measure power consumption?

XPOWER caluclates only power in an FPGA.... FPGAs are seldom used in Low power applications like wireless devices.... Also the power of an FPGA is predictable (though it varies little depending on the logic u put in) looking at the FPGA datasheet.

How to do optimize for netlist with Power Complier? I only use it to calculate the power with VCD.

PowerMill from Synopsys can do such tasks.

But you must provide the detail on the togle

powermill is used to transistor level power estimate , power compile is used to do gate level power improvement!
and xpower for fpga

SPyGlass LowPower tool from Atrenta has many checks . Its used by many big companies right now.

I'd like to add that the flow described by whizkid can be used both for verilog and VHDL designs. Also you can use the same flow from DC environment.
