PLL synth fractional spurious problem

i am using ADF4153 PLL to lock 3687.5 MHz frequency so my fractional spurious is around 1.25MHz but the level of fractional spurious is changing when i switch on and off the sythn by 5dB can anybody explain what can cause this type of variation in fractional N spurious.
