do you have cell balancing for the 4 "cells" i.e. if one "cell" goes too high or low you can shift current to the other cells or stop the battery from over charging / discharging ...?

Yes. It has a BMS circuit and protection circuit for balancing, short circuit protection, high cutoff and low cutoff.
