PLC Ladder/FBD software with OPEN hardware?

Is there any software (commercial or open source) that can support open hardwares?For example it can support AVR ,ARM7 with generating C/ASM code?
 

search for LadderWorks in google, you can get something related stuff. And if you are intrested in PIC16F877A then I have developed VB based software with macros but timer and counters are under working.
