Wanted display (LED line) VU Meter
For Pioneer CT-S99WR or T-9090WR Tape Deck (essentially identical)
It is there (or rather it was because the IC IR2E28 was damaged) but it is on the PCB and flooded so the module is not repairable
The module may have been in other tape recorders, it consists of 2 LEDs that are constantly on and 7 controlled ones, 3 yellow and 4 red.

According to the catalog in the service manual, it has the designation
RAW-213
Marking on the PCB itself
LT1149
F6193
and H.E.C HI3A V

Have you tested whether the LED's work?
There's a chance you can hook them up to a bargraph IC (per post #2), popular types 3914, 3915, 3916...
Or circuit made from transistors or op amps.

Or simple network where a diode or two establish steps between led's:

1. OK LEDs
2. Making a new PCB Ok idea but:
There's not much space (that's why they made the PCB like they did)
This will not match the amount of LEDs required
The costs of such processing are used, the tape recorder goes to buy if you get it for about 50 Euro.
