PIN Assignment Error on ispLEVER Abel-HDL Module GAL22V10 24PDIP

On a Gal22V10, 24PDIP I'm getting the following error when trying to assign the following pins for 8 exits

V1,V2,V3,V4,V5,V6,V7,V8 pin 14,15,16,17,18,19,20,21 ISTYPE 'reg';

And it shows the following notes and warnings, basically saying that V1 and V2 cannot be assigned to those pins, or any pins I try to assign them to.
I'm aware it could be the size of the GAL but these are just 8 exits and the one I'm using has 10 exits, I've also tried using bigger ones with more Pins but to no use, if someone has some insight on this I'd greatly appreciate it.

I've also tried it on a 28PDIP but it still doesn't fit
