Pickit 2 Clone Issues

I have been looking at various PICkit 2 clones and they all use the PIC18F2550 to program the chip that is needed to be programmed (a PIC18F4550 in my case). Surely I would need a programmer to program the PIC18F2550 chip before I put it into the system. So is there actually a point as I might as well use the programmer I used to program the PIC18F2550 to program the PIC18F4550? Or am I making assumptions that are untrue i.e does the PIC18F2550 chip not need programming and just sits in the system as a sort of 'middle guy' for the programmer to work?

Use this programmer FD-Art2003, software is WinPIC800. You must program programmer uC.
