Since each port must have 16 pins, you're looking for a 16-bit PIC microcontroller. Choose from a wide array of 16-bit PIC microcontrollers. For 2 ports, each with 16 outputs, you may possibly need to look at larger-packaged PICs such as those having 64, 80 or 100 pins.

A simple search revealed the 80-pin PIC24FJ64GA008.

However, it may be better to make software adjustments so that multiple pins in different ports can be used instead of just 16 pins in one port.

hello,

Even with a litle PIC12F1840 (DIP8)
You can use Port expander like MCP23017 connected via 2 wires in I2C or MSP23017 via SPI link.
16 inputs or output by circuit
