PIC usb programmer question

Hello for everyone, first of all, sorry if my english is bad, not my first language, so please if you can give me some tips on writing i would appreciate.

So, recently i got some pics (pic16f628a) from my job, i never used pics mcus, but i want to use those. I want to build a programmer but my laptop does not have a serial/parallel port, so it has to be usb. I was reading a few site about it and i want some answers for the following questions:

Everyone says that the serial based programmers(jdm actually) dont work with usb-serial cables, because the voltage on the cable does not meet the rs232 standards, or something like that, is it true?

If it is true, this problem wouldn't be solved if i power the Vpp line of mcu from a external power supply?
 

if money problem go for pickit2 clone otherwise genuine pickit3
