hi there,
i've found small bug in my picstart design from 21 Jan 2004. pin 8 of U5 and pin 8 of U6 must be connected together with small piece of wire.
here are corrected pcb & sch

i dont know what you mean by "actual schematic" but the link above is picstart+ schematic - not flash upgrade module.
